Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Following this, a automatic firearm engaged a drone somewhere nearby, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, endure.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, Washington does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a entire defensive failure until situations evolve in its favour.
Current Realities
Realistically, there are no real preconditions for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
